Cum s-a imbogatit presedintele CJ Arges din retrocedari ilegale de terenuri

Presedintele Consiliului Judetean Arges, Constantin Nicolescu, retinut ieri de procurorii DNA, are o lunga istorie de afaceri necurate, imbogatindu-se prin retrocedari ilegale de terenuri. Este considerat unul dintre barorii locali ai PSD, un personaj care s-a dezvoltat sub “aripa ocrotitoare” a lui Nicolae Vacaroiu. A fost in atentia DNA acum patru ani, intr-un dosar penal privind improprietarirea ilegala a unor rude ale sale in zona autostrazii Pitesti –Bucuresti.
Corpul de control al Prefecturii Arges a intocmit in 2006 un raport privind improprietarirea ilegala cu 20 de ha a unor rude ale familiei lui Constantin Nicolescu. Intreaga afacere a fost pusa la cale cu ajutorul “neprecupetit” al fostului prefect Constantin Tamaga, actualmente deputat PSD. In raport se evidentiaza faptul ca membrii familiei Nicolescu au incasat peste 3 milioane de euro din vanzarea succesiva a unor terenuri din zona autostrazii, pe care se va construi supermarketul Metro. Beneficiarii erau Secuiu Teodora, sora sotiei lui Constantin Nicolescu, Preda Victoria si Popa Ioana, ambele matusi ale seful CJ Arges.

Corpul de Control a stabilit ca totul a pornit de la o mostenire a familiei Nicolescu, de la o matusa defuncta, Elena Marinescu. Matusa avea dreptul de reconstituire a dreptului de proprietate pentru 4,4 ha in localitatea Bradu, din apropriere de autostrada. Intr-o singura zi, pe 16 octombrie 2001, decizia de punere in posesie este multiplicata prin alte sase hotarari de retrocedare pe numele aceleasi persoane. Astfel, cele 4,4 ha legale ajung sa fie 16 ha restuite in mod ilegal familiei Nicolescu. In 2004, alte 4 ha ajung la familia Nicolescu, prin aceleasi metode neortodoxe. Apoi, o parte din aceste terenuri sunt vandute de mai multe ori, prin aranjamente, pentru ca, in cele din urma, sa ajunga in proprietatea supermarketului Metro, pentru sume mai mari de 3 milioane de euro.
DNA a demarat o ancheta in 2006, s-a dispus inceperea urmaririi penale, dar nici pana astazi nu s-a dat o solutie.
Afaceri cu masini
Constantin Nicolescu a fost “omul de casa” al fostului premier Nicolae Vacaroiu. Dupa ce Vacaroiu s-a retras din politica (in 2006), fiind numit sef al Curtii de Conturi, Nicolescu a preluat conducerea PSD Arges, una dintre cele mai puternice din tara ale partidului. In perioada 2001-2004, cand Vacaroiu era presedintele Sebatului, Constantin Nicolescu a intermediat printr-o firma capusa achizitionarea de catre aceasta Camera a sute de masini Dacia.
