Siveco a castigat in 2010 de la stat peste 8 milioane de euro

Producatorul de software Siveco Romania a castigat anul trecut 32 milioane de lei din afaceri cu statul, potrivit site-ului de licitatii publice. Aceasta societate controversata a facut din nou obiectul unui scandal la inceputul anului, dupa ce Sistemul Informatic Unic Integrat, aplicat de Siveco la CNAS nu a functionat timp de saptamana. Actionarii acestei firme sunt inregistrati in paradisuri fiscale.
Siveco a incheiat contracte extrem de profitabile cu o serie de institutii publice, cum ar fi cu Ministerul Finantelor Publice, Autoritatea Nationala a Vamilor, Nuclearelectrica, Termoelectrica, Primatia Bucuresti. A implementat Sistemul Informatic Unic Integrat la Autoritatea Nationala a Vamilor, Agentia de Plati in Agricultura (APIA), Agentia de Plati pentru Dezvoltare Rurala si Pescuit (APDRP) sau la Casa Nationala a Asigurarilor de Sanatate. Mai toate aceste contracte au fost obtinute prin negociere directa, sau licitatie cu un singur ofertant.
Antoritatea Nationala a Vamilor a oferit societatii Siveco un contract de «servicii de asistenta tehnica (mentenanta software) pentru aplicatiile componente ale sistemului informatic integrat vamal», in contextul pregatirii Romaniei pentru integrarea in spatiul Schengen. Acesta este un acord cadru si valoarea sa este de 28.105.776 lei.
Fara licitatie
In iunie 2010, Siveco a primit un contract, prin negociere directa de la APDRP pentru “actualizarea si dezvoltarea software din sistemul informatic integrat”. Valoarea a fost de 16.265.799 lei.
APIA a cumparat in martie anul trecut, tot prin negociere directa, de la Siveco servicii de actualizare licente in valoare de 1.662.884 lei. Iar, in august aceeasi Agentie a mai achizitionat de la aceeasi societate, “furnizare prin drept de cumparare a dreptului de utilizare” a 1.276 de produse de software in valoare de 13.127.995 lei.
La sfarsitul anului trecut, Termoelectrica a incheiat un contrat cu Siveco pentru “asigurarea pe 2011 de asistenta tehnica si suport tehnic pentru Sistemul Informatic Unic”. Valoarea: 40 000 de lei, prin negociere directa. Un asemenea contract a fost semnat pe 19 octombrie si de CE Nuclearelectrica, pentru 892.109 lei, si tot prin negociere directa, dar si de Electrocentrale Bucuresti, in luna iunie, pentru 26.251 lei, si prin negociere directa.
Ministerul Finantelor a achizitionat de la Siveco un “sistem de e-learning pentru instruirea personalului consular”, constand in pachete de pregatire profesionala in materie de IT. Valoarea: 515.088 euro, prin licitatie la care au participat doua firme.
Actionarii, in paradisurile fiscale
Firma Siveco este o firma controversata, presa sustinand, mai pe la colturi, ca ar fi controlata de fosti securisti. Oricum, nici actionariatul sau nu face lumina in privinta celor care conduc aceasta firma privilegiata in relatia cu statul, fiind formata din actionari inregistrati in paradisuri fiscale: Siveco Netherlands( 42,5%), PEF V Information Tehnologies (Luxembourg) – 22.5%, Intel Capital Corporation (insulele Cayman) – 10%.
