WikiLeaks: Voronin a incercat sa-l mituiasca pe Marian Lupu cu 10 milioane dolari

Mai multe telegrame ale ambasadei americane de la Chisinau, obtinute de WikiLeaks si analizate de Le Monde, scot la iveala practici putin ortodoxe din culisele scenei politice moldovenesti. La 8 septembrie 2009, ambasada relateaza despre o surprinzatoare intalnire intre Marian Lupu, liderul Partidului Democrat (unul din membrii coalitiei pro-occidentale aflate la putere din vara lui 2009), si comunistul Vladimir Voronin, fostul sef de stat. Acesta din urma l-a invitat in ajun pe Marian Lupu la resedinta sa ca sa-i faca o propunere: sa formeze o coalitie de centru-stanga, in care Lupu sa fie presedintele tarii, iar Voronin in fruntea Parlamentului. Pretul: 10 milioane de dolari.
Marian Lupu a refuzat, el parasise tabara comunistilor in iunie 2009. Atunci, presedintele Voronin i-a propus interlocutorului suma de cinci milioane de dolari, cu conditia sa accepte reintoarcerea in PC. Un nou refuz din partea lui Lupu. O noua propunere din partea lui Voronin: zece milioane de dolari. Marian Lupu formuleaza o contra-propunere, sugerandu-i lui Voronin sa stranga cele opt voturi care ii mai erau necesare pentru a fi ales de catre Parlament presedinte al tarii (el obtinuse doar cele 53 de voturi ale coalitiei AIE, pentru a fi ales fiind necesare 61), in schimbul imunitatii pentru el si familia sa.
Aceasta scena a fost povestita ambasadorului american chiar de Marian Lupu. Dar diplomatul avea sa asculte si alta sursa: Vladimir Voronin, primit la 14 septembrie. Acesta a confirmat doua intalniri private cu liderul Partidului Democrat si reinnoirea propunerii de creare a unei coalitii. ‘Potrivit lui Voronin, Lupu parea ‘dezorientat’, dar a spus ca nu putea sa accepte o asemenea oferta, povesteste ambasadorul intr-o nota din 16 septembrie 2009.
Voronin nu a recunoscut verbal ca ii propusese mita lui Lupu, dar raspunzand unei intrebari a ambasadorului referitoare la ceea ce presedintele a spus la acea intalnire, Voronin a ras zgomotos, s-a strambat si a facut un gest cu degetele mari ridicate care insemnau o confirmare tacita a faptului ca el stia ca se stia acest lucru’. Voronin considera ca Lupu se afla sub influenta ‘unei puteri externe’, noteaza ambasadorul, fara sa stie daca era vorba de ‘Rusia, de Romania sau de Statele Unite’.
In acea perioada, rusii au avut ocazia sa il cunoasca mai bine pe Marian Lupu, mai scrie Le Monde. La 12 august, in cel mai mare secret si tranzitand Budapesta, acesta s-a dus la Moscova unde, intr-o camera de hotel, s-a supus unei evaluari aprofundate de catre doi barbati a caror identitate nu a vrut sa o dezvaluie americanilor.
Aceasta intalnire de doua ore a avut aerul unui interviu pentru angajare sau a unei evaluari psihologice si politice complete, a povestit ambasadorul american, care scrie la 14 august: ‘Lupu a fost supus unei serii de intrebari in scopul stabilirii pozitiei sale asupra unor probleme precum imunitatea pentru Voronin, neutralitatea Republicii Moldova si scolile rusofone din Republica Moldova’.
De atunci, Republica Moldova inca asteapta un nou presedinte. Alegerile legislative din 28 noiembrie 2010 – organizate pentru a treia oara din aprilie 2009 – nu au dus la conturarea unei majoritati clare de 61 de locuri in Parlament, necesara pentru desemnarea noului sef de stat. Coalitia – Alianta pentru Integrarea Europeana – a obtinut 59 de locuri. In consecinta, criza politica paralizeaza in continuare Republica Moldova, una din cele mai sarace tari de pe continent, mai scrie Le Monde.
