Fostul director al DSV din Ministerul Transporturilor Victor Butean a fost arestat preventiv duminica pentru luare de mita si spalare de bani in cazul unei anchete privind atribuirea de contracte de dezinfectie pentru gripa aviara. Desi nu a prestat nicio activitate, o firma din Iasi a obtinut un profit de sase milioane de euro.
Curtea de Apel Bucuresti a decis, duminica, arestarea preventiva pentru 29 de zile a fostului director al Directiei Sanitar-Veterinare din cadrul Agentiei de Sanatate Publica a Ministerului Transporturilor, Victor Butean si a administratorului firmei Lumi SRL Iasi, Tonel Ursachi.
“In perioada octombrie 2005-martie 2006, in contextul aparitiei gripei aviare in Romania, inculpatul Victor Butean, in calitate de director al Directiei Sanitar-Veterinare din cadrul Agentiei de Sanatate Publica a Ministerului Transporturilor, avand atributii directe de control asupra operatiunilor de dezinfectie desfasurate de catre Ministerul Transporturilor in unele puncte rutiere si feroviare, a initiat constituirea unui grup infractional organizat, care a actionat astfel incat firma SC Lumi SRL, apartinand inculpatului Ursachi Tonel, sa obtina, in mod nelegal, contracte supraevaluate de prestari de servicii de dezinfectie, in conditiile in care respectiva firma nu era apta sa efectueze asemenea activitati. La data respectiva, SC Lumi SRL avea un singur angajat si niciun fel de utilaje. De altfel, activitatile stabilite prin contractele de dezinfectie au fost efectuate de 12 firme subcontractante. Cu toate ca nu a prestat nici un fel de activitati, SC Lumi SRL a inregistrat un profit net de aproximativ 6 milioane euro”, se arata intr-un comunicat al DNA.
Butean a primit „mita” de la SC Lumi SRl suma de 60.420 de lei pentru protectie si favorizare. Cu scopul de a spala banii primiti, oficialul de la Transporturi a creat un grup infractional, format din firme fantoma care ar fi realizat servicii de consultanta sau furnizare de substante dezinfectante. Butean a ocupat diverse funictii publice, de la director la Ministerul Transporturilor, pana la director la Agentia Sanitar Veterinara si membru al Corpului de Controlal primului ministru.
