Premierul Emil Boc a gasit explicatia la incercarea sa de a cumpara binecuvantarea electorala a bisericii: „Fara credinta in Dumnezeu, nimeni nu poate face nimic”, a declarat primul-ministru, care a justificat majorarea cu 25 de milioane de lei , suma destinata Secretariatului de Stat pentru Culte, la sfarsitul lunii martie, bani alocati din Fondul de Rezerva al Primului- Ministru.
Cei aproape 6 milioane de euro au fost acordati pentru continuarea lucrarilor la unele biserici, repararea si reabilitarea unor lacase de cult si sustinerea unor asezaminte sociale ale Bisericii.>
Desi sustine ca bugetul de stat nu poate suporta majorarea salariilor profesorilor, totusi, la sfarsitul anului trecut, premierul a mai scos din Fondul de Rezerva al premierului alte 3,5 milioane de lei, destinati cultelor religioase, de aceasta data, o rasplata pentru comunitatile religioase ale minoritatilor nationale, in special celei maghiare, recompensa pentru ca UDMR a fost alaturi de PDL in momentele grele ale guvernarii.

„Eu cred ca si bisericile trebuie sprijinite in Romania. Fara credinta in Dumnezeu, nici dumneavoastra si nimeni din tara asta nu poate face nimic”, a spus Boc, intrebat de jurnalisti care este motivul pentru care Guvernul a suplimentat fondurile alocate unitatilor de cult.
Premierul a sustinut totodata ca primariile din judetul Cluj se situeaza doar la jumatatea unui clasament al fondurilor alocate de Guvern si ca primarul general al Capitalei, Sorin Oprescu, a primit din partea Executivului circa 30 milioane euro pentru proiectele institutiei, fiind cea mai mare suma de care acesta a beneficiat vreodata din partea unui guvern.

Un document oficial privind sumele alocate in intervalul 1 ianuarie-30 iunie 2010 din Fondul de rezerva bugetara aflat la dispozitia Guvernului, prezentat de Mediafax in septembrie, releva ca primariile din Cluj, judet in care s-a nascut premierul Emil Boc, au incasat in primul semestru cei mai multi bani alocati de Guvern din Fondul de rezerva, sumele repartizate acestora, de 6,3 milioane lei, depasind de aproape doua ori alocatiile judetului Suceava, aflat pe urmatorul loc in clasament.
La inceputul acestui an, Institutul pentru Politici Publice a criticat modul in care Executivul a alocat autoritatilor locale bani din Fondul de rezerva aflat la dispozitia Guvernului si a recomandat Curtii de Conturi sa faca verificarile “care se impun” in aceste situatii.
Reprezentantii IPP afirma ca, la Bucuresti si Cluj-Napoca, banii din Fondul de rezerva au fost cheltuiti in cea mai mare parte “pentru constructia si modernizarea de stadioane”.
